Because it is “aristocratic” and finished like a polished Rolls Royce. Essentially a very elegant expression of metal.
Why not
Excessively polished for guitarists. The technique plays an excessive role and falls very stealthily from classical composers.

North America and Europe.
When did it start
The late 70s, early 80s.
But there were already samples of the genre at least a decade ago, mainly with Deep Purple and their 1969 album “Concerto for Group and Orchestra”.
It was only recognized as a species in the early 1980s.
Who are the pioneers
It basically started with musicians who combined hard rock with classical music such as: Jon Lord, Keith Emerson, Ritchie Blackmore, Uli Jon Roth, and Randy Rhoads.
Yngwie Malmsteen, however, gave a big boost.
